British Columbia iGaming Regulations: The Complete 2026 Guide

British Columbia does not use the competitive private-operator model found in Ontario and Alberta. In 2026, PlayNow.com, operated by the British Columbia Lottery Corporation (BCLC), remains the only legal online gambling site in the province.

B.C. did make a major regulatory change in 2026: the new Gaming Control Act came into force on April 13 and the Independent Gambling Control Office (IGCO) became the province-wide gambling regulator. That strengthened oversight, but it did not open a private iGaming licensing market.

How British Columbia's Online Gambling Market Works

British Columbia uses a provincial single-platform model for online gambling. BCLC operates PlayNow.com, while the Independent Gambling Control Office regulates gambling activity in the province. This is structurally different from Ontario and Alberta, where multiple private operators can participate in a regulated provincial market.

The practical takeaway is simple: if a site is not PlayNow.com, it is not a B.C.-licensed private online casino, because British Columbia does not currently operate a private iGaming licensing regime.

PlayNow and BCLC

PlayNow is BCLC's online gambling platform and the only legal online gambling site identified by the Province of British Columbia. It offers online casino products, sports betting and lottery products within the provincial framework.

Playing through PlayNow keeps the activity inside B.C.'s regulated system, including BCLC's account controls and responsible-gambling tools. A site that accepts a B.C. resident but is not PlayNow does not gain B.C. regulatory status simply because it is accessible from the province.

The Independent Gambling Control Office

The Gaming Control Act came into force on April 13, 2026 and established the updated regulatory framework under which IGCO regulates gambling in B.C. The office replaced the former Gaming Policy and Enforcement Branch structure and is designed to provide more independent regulatory oversight.

The 2026 reforms strengthened authority around compliance, responsible gambling, money-laundering prevention and the regulation of evolving gaming technologies. They did not create a competitive online casino market.

What About Private or Offshore Casinos?

British Columbia currently does not offer an Ontario-style licensing pathway for private online casino or sportsbook brands. An offshore or international licence does not make a site B.C.-regulated, even if the website is technically accessible from within the province.

Do not confuse access with provincial approval

A website can be reachable from British Columbia without being regulated by B.C. The Province identifies PlayNow.com as the only legal online gambling site in the province.
